The renowned expert for public international law and national law, born in Regensburg in 1939, holds the chair for public international law, general governmental studies, German and Bavarian government law and political science at the University of Würzburg's Institute for Public International Law, European Law and International Commercial Law. Outside this capacity, he is responsible for the international politics faculty at the University of Politics, Munich.
Professor Dr. Blumenwitz has appeared before the German Federal Constitutional Court in many legal cases as agent and expert; he represented the Free State of Bavaria in the dispute over the Basic Treaty with the German Democratic Republic (1973), the CDU/CSU parliamentary group in the dispute over compulsory military service (1977/1978) and the German federal government in the dispute over the foreign deployment of German military troops (1993/1994). He gained international renown as chairman and member of national and international arbitration tribunals and as counsel and advisor of foreign governments in inter-governmental disputes.
Professor Blumenwitz has authored 32 monographs and over 200 other works on national and public international legal issues as well as Anglo-American law. His current research focuses on the consequences of military occupational law in the Federal Republic of Germany, the protection of human and group rights under public international law and the constitutional order of states, international law of expropriation and issues related to international ordre public.
The public international lawyer is a member of numerous national and international specialist committees. Professor Blumenwitz has received several honours for his achievements.
